During the program's operation at MSTC, leaders from the federal, state and local levels of government conducted inspections of V-12 Sailors. This was an opportunity not only for Sailors to demonstrate their proficiency but also to provide justification for the program's existence. During one such visit, North Dakota Governor John Moses addressed military and civilian personnel on state goals after the war and "What We Can Do to Build a Better North Dakota."
